How to file a labour complaint

Dubai – Facing a problem at work related to salary, labour rights or working environment? You can register a complaint and get legal advice for free, through Twa-fouq centres.

Twa-fouq service centres are licensed by the Ministry of Human Resources and Emiratisation (MOHRE), and function under its management and direct supervision. The centres primarily aim at reaching an amicable settlement between employers and employees when a labour complaint is filed by either of the two parties.

The centre investigates the complaints and provides recommendations to the Ministry for approval and to take a decision on the dispute resolution. If a settlement is not reached, the centres refer the case to the Labour Court.

Legal advice

The centres also provide legal advice to people who may be unaware of their rights, based on the UAE Labour Law. A toll-free labour dispute hotline (80060) is available over which a complaint can be filed, or through the website – mohre.gov.ae.

How do the centres resolve disputes?

Twa-fouq centres provide mediation services to resolve labour disputes between employers and workers. Complaints are investigated by the centres, which try to mediate between the two parties. If the complaint is not solved by the centre, it is to be taken forward and referred to the competent courts.

The average waiting time for customers can range from 3 to 10 minutes. However, if it takes longer to address a case because of its complexity, the waiting period should not exceed beyond an hour.

The centres provide services in Arabic, English and Urdu.

Twa-fouq centres are available across the United Arab Emirates. The centres operate according to the statutes and regulations set by the government and under direct supervision by MOHRE. They help both employers and employees resolve disputes.
